17th Meeting of the A.N.C.C. to be held on 16th April, 1943.

I append the following notes for your use so far as the subjects on the Agenda are concerned:
I. POINTS ARISING OUT 0F THE SIXTEENTH MEETING
1 .(d) Attacks on enemy shipping, etc. I should like to say a word about this under the general heading of "Any Other Business".
(g) Attachment of Norwegian Pilots ana Navigators to 13B Squadron. I doubt if anything further iias been aone about this.
(h) Distribution of Midget Broaacast Receivers. The sets already delivered have been returned lor alterations, and AD/Z has agreed that the Norwegian authorities should only accept future deliveries after they themselves have tested them. There has been a hold up in production owing to the non-arrival of essential materials from the U.S.A.

2. PROPAGANDA.
The position -remains as it was, i.e. something of a deadlock. Brinley Thomas' has suggested that Boye should pay a visit to Hackett's school, and that possibly something might be done to give propaganda training to Norwegian personnel, against the eventuality of operations in Norway.

3. 17th May.
Information has been received from the Air Ministry that it is unlikely that aircraft can be utilised for the dropping of leaflets, owing to lack of dark. Sug0estions put forward for Mosquito raids are still under consideration.

II. Present position of N.N.I.U. and N.l.C.(l).
a) I might possibly say a few words myself as a result of my visit to Shetland, and add something on the lines of my paper on transport ior next season, (copy of this paper has gone to SU.)
b) As ST has been up at S.T.S. 26, he might be invited to give his Impressions.

III. Any other business.
a) mention may be made of A.C.O.S. proposal for collaboration with him during this summer months in regards to attaxks on shipping.

MINUTES of the Seventeenth Meeting of the ANGLO-NORWEGIIAN COLLABORATION COMMITTEE held on Friday, 16th April 1943

1. Points arising out of the Minutes of the Sixteenth meetlng:
(o) Krag Jorgenaen Ammunition
S.U. told the Committee that he had recently revied further Information regarding the number of Krag Jørgensen rifles and amounts of ammunition in Norway. It would therefore appear that the present programme for supplies and distribution would have-to be reconsidered. S.N. stated that in additional supplies of ammunition were required a very strong case would have to be put forward and that this was not possible on the basis of the present situation. S.T. told the Committee that three Krag Jørgensen rifles had been deliverer to him from an unknown source and these would be valuable for testing purposes.
(b) Attachment of Norwegian Pilots to 138 Squadron .
There was no progress to report. The Committed considered this point, to be of!great lmportarce and M/CD undertook to take the question up again with the Air Ministry In an endeavour to obtaln the necessary authorisation before the opening of the next operational season in the Autumn.
(c) Distribution of Midget Broadcast Receivers

(d) Propaganda
Position remained unchanged. Although agreement had been reached between the appropriate British and Norwegian authorities in this country the Norwegian Civil Organisation in Norway still maintained their refusal to receive agents trained for propaganda purposes because of the danger to the Organisation as. a whole. The result was that the dissemination propaganda from Allied sources in Norway was impossible. The Committee, however, agreed that the Norwegians require a wider outlook on world events and opinions and S.T. proposed that information should be sent to the
Civil Organisation through Stockholm. S.N doubted whether Stockholm would be prepared to act as a channel since they had already refused to do this in the past S.T. suggested that this was probably because Stockholm tried to communicate the information direct to the readers rather than sending it to the Civil Organisation for subsequent distribution In the form and manner approved by that Orgarnisation. It was agreed that S.U. should take up the question with the Norwegian Authorities in Stockholm during his fourthcoming visit.
(e) Proposals for observcnce of Norway's National Day the 17th May. S.N. reported that the proposal to scatter leaflets was still inder concideration by the Air Ministry and that various targets for Mosquito bombing raids were still being reviewed.

2. Present position of N.N.I.U. and N.I.C.(1)
S.B. told the Committee that he had been most Impressed by the morale of the crews at the Shetland, base in spite of the serious losses suffered during the winter, M/CD emphasied that morale could not be expected to remain at its present high level unless better and safer transport was provided for next season. The Committee agreed that efforts should be made during the summer to secure two fast ships and a number of fishing craft to make up present deficiencies in the flotilla. S.T., who had recently visiter S.T.S.26, said that the situation there was now satisfactory and a vast improvement on the position last year. It had been agreed' that military discipline was necessary to maintain efficiency and morale and as a result a more military regime had been instituted. The men had responded well on the whole but wished to be militarily equipped. S.N. said there were objections to this but undertook, ln consultation with S.T., to see what could be done. M/CD took the opportunity to congratulate the Norwegian representatives on the really remarkable results achieved during the season which has just come to an end.

3. Any Other Business
Relationship between S.O.E. and A.C.O.S. S.N. told the Committee of the results of his visit to A.C.O.S. He said that the latter had gone out of his way to praise S.O.E.s work and the the dicipline of the crews in the Shetlands. A.C.O.S. had been approached by C C.O. with a suggestion that 600 Commandos should be stationed In the Shetlands for sporadic attacks on the Norwegian mainland. A.C.O.S. had disagreed with this suggestion, being of the opinion that such raids would upset his own plans for attacking shipping on the' Norwegian coast and S.O.E.'s plans within Norwav He felt that S.O.E. could, where necessary provide small bends and if larger parties were neeed personnel would be drawn from units stationea locally. a.C.O.S was sending a proposal to the Admiralty that he and S O.E should consider plans for a Joint, attack on shipping during the next season. It Is clear that A.C.O.S. is determined to assist S O E.t in every way possible.
