MINUTES of the eight meeting of the ANGLO-NORWEGIAN COLLABORATION COMMITTEE held on Friday, 10th July,
1. Arising out of the minutes of the seventh meeting:-
(a) Water-tight containers. Satisfactory progress was reported. and SN undertook in view of their importance to press for the delivery of a number of these containers before the commencement of the operational season.
(b) Frost-filet factories. Various means of damaging these factories were discussed but it was decided that action against frost-filet ships would be likely to have the best resultes. SN and S.S. agreed to discuss the question further.
(c) Division of responsibility regarding projects in Norway. This problem was now settled so far as Stockholm is concerned. Division of responsibility in the field was beiing hindered by lack of direct communication between S.N.O.H.Q. and the Norwegian C.-in-C. in London. It is hoped that this will be remedied so soon as Plover can get to Stockholm.
(d) Short-wave W//T sets for local intercommunication in the field. S.T. reported that progrèss on the smaller sets was slow, but that Simonsen had made good progress on the larger sets for communication over 150 miles or so.
(e) Reception of Norwegians at Leuechars or Dyce. S.S reported that a Norwegian reception officer had been appointed and it was accordingly agreed that this item should be deleted from the agenda.
(f) Re-capture of Norwegian ships in Norwegian waters.

(g) Cargo of the "Galtesund". H.M. Customs were sti*******
some difficulties by their rigid adherence to pe*******
methods, but it was decided to await SN/S's ret*********

(h) Removal of Norwegian escapees from Sweden via U.S.S.R. ***
had been no change in the situation since the 1********

agreed that it was most important to obtain an estimate upon which a claim for the manufacture of ammuniition could be based it was decided that SN should write to F.O asking for information in this respect.
(j) Dissemination of propaganda within Norway. SN reported that a special Norwegian officer, Krogvik, had been appointed to to C-in-C.'s Staff for propaganda purpose and that the first meeting between this officer and representatives of S.O.E and P.W.E had already been held. Progress had been made and it confidently hoped that this would be continued.
(k) Operations.
(I) landing of arms dumps from Catalina. It was hoped to carry out further operations on these lines but S.T. expressed apprehensions regarding security. SN agreed that he would warn Comander Lambrechts in general terms against his crew divulging any details of such operations.
(II) Fritham. A satisfactory landing had now been made on Spitsbergen and wireless communication with the landing party established. It was agreed that this item should be deleted from the Agenda in future.
(III) SS Belpamela. The code name of "Ballymakery" had been allotted to this project. S.M. reported that he had heard that this vessel as being used to carry bombs from Tromsø to Kirkenes. He asked whether any further information was available, reported that he had not been able to obtain any additional intelligence and agreed to telegraph to Stockholm asking our representatives there to obtain details from the company's office in Oslo. SN also undertook to obtain all possible information both from naval and air sources.
2. Present position at the Shetland and Mainland Bases. The Committee
had before them a note from the British representatives requesting that the system of control of the base in force at the end of last season should be reestablished. A proposed new draft setting out the duties and responsibilities of the Norwegian officer under this system to appended to the note. A memorandum was also presented to the Comittee S.M. in which he expressed his disagreement with this proposal.
M. proposed that the British scheme should be accepted in toto. S.M. dissented but after registering his protest agreed to accept the British proposal subject to certain emendations in paragraphs 5. 7 and 11 and to the re-casting of paragraph 9 of the draft of tne "Duties and Responsibilities of the Norwegian Officer". These alterations were accepted by the Committee. A copy of the final agreed. form is appended to these minutes.
S.B raised a question of propaganda broadcasts from Norwegian radiostations to Norwegian merchant seamen serving the Allied cauge and expressed a fear that this propaganda was having some ill effect on the already lowered morale of Norwegian crews. He suggested that it might be worth while to consider the destruction of these broadcating stations. M. explained that sabotage was comparatively easy though its effects generally of comparatively short duration. The Comittee decided that the project was worthy of consideration and S.B. agreed to clear up the political aspect and report at the next meeting.
